Good day,

A local breeder tells me that he has hatchlings comming from cross breeding a Golden greek and a marginated tortoise.

Is that possible?

Yes, unfortunately, I believe him. Hybridizing within a genus (in this case, Testudo) is quite possible. The offspring may have reduced or no fertility, but they are probably viable. It's too bad, because that means he'll probably get top dollar for breeding dead-ends. :(

It may be possible, but it shouldn't be happening and it certainly shouldn't be encouraged or rewarded.
