My sulcata will willing take a few bites of the cuttle bone pieces that I have scattered throughout his enclosure. Since he eats that with no problem is that enough calcium intake or is it still necessary to supplement with calcium powder like rep-cal 2-3 times a week?

You are probably okay with the cuttlebone alone if you are also feeding a calcium rich diet. No one can say definitively, but that is my guesstimation.

I agree, especially if your tortoise has access to calcium rich weeds this Spring.
In climates with acidic soil like the PNW or UK, we broadcast lime (calcium carbonate) over the enclosure as our soil is calcium poor so the weeds pick it up.
That may not be needed in your area.
