Dehydration maybe?

I am worried Max may be dehydrated. 2/3 of his enclosure is moist coco coir but he hates it and only hangs out on his basking side where we have little wood chips. He also burrows there to sleep. Can anyone offer an opinion on whether he looks dehydrated?

Can't really tell from a pic. However, give him a good 20-30 minute warm soak twice a week and that will help to keep him hydrated.

Why do you have 2/3 of his enclosure wet? This is a species that would likely appreciate the opposite....less wet and more deep dry substrate? A warm humid hide (that never is allowed to cool below 80f) would be a better choice for this species......

also...if you offer a warm humid hide that is that way always and let the remainder of the enclosure dry up then you can offer a cool dry area and this species does like to retreat to cooler temps and so cool dry area is just as important as a warm humid spot.....

I used to have little wood chips and that walnut sand stuff, but everyone told me coco coir, so we switched out the sans. Coco coir seems to need to be damp or it gets kinda dusty which neither he nor I enjoy. What do you recommend as a deep dry substrate for him? I would very much appreciate your suggestion because I don't really think coir is the greatest either.

Also, for the record, having seen the vet for our check up, I am happy to report that Max is not at all dehydrated. Being new to this, even with all the info about what dehydration looks like, I don't know my tort well enough yet to know how that all applies to him. But I suppose I could've guessed he was fine given that he literally laps water from his dish like a dog!!
