I opened up Oscars enclosure and saw that there was some white, pasty dust type looking stuff in his water dish. Is this urate? Is it a sign of dehydration?

To be honest. It's been about a week or two since he's last soaked. I just now thought about it. But i change his water every night before bed and every morning before work.

The urates them self are not the sign of dehydration. It ids the condition of them that can indicate dehydration. The more creamy they are the better.

Yes, it means they are absorbing nutrients well, but dry urates are NOT good.
Soak soak soak your tort. The absence of urates should be the goal....
The absence of any urate, dry or creamy is a very good thing. MAke sure to keep your tort hydrated!
