I think it's debatable. Generally, if they're receiving proper uvb then you don't need to use the one with d3.

I was told with uva/uvb and/or sunlight regularly that you don't need the D3, not sure if it would hurt or not though?

If your tortoise gets lots of sun, then I don't think you NEED the D3. But I don't think it hurts anything either. The amount in most products is relatively low.

I believe if your tortoise is getting plenty of unfiltered sunshine on average then you don't need D3 in the Calcium.

If that is the case, you can also find plenty of natural foods in their diet that contain good amounts of calcium.

In order to KNOW the answer to this, you would need to carefully determine your tortoise's calcium needs and vitamin D needs- there is a chart at http://tortoiselibrary.com/nutguide.html that will help you determine this. THEN you need to figure out what it is actually getting in the diet and lighting.

Most of the time, the D3 in powdered calcium is a small fraction of what you really need. Here is another article that may help- http://www.tortoiseforum.org/Thread-Vitamin-D-supplements-dosage-information#axzz1SaZPkOrB
