early shell rot? uh oh..

I noticed these white marks near the tail and in random places on his stomach. If it is shell rot how can i make it go away? Please help!

Looks like urates to me. Soak him and scrub it off with a tooth brush. Is his substrate wet all the time? Is there a lot of poop or leftover food? (I'm guessing not). Shell rot is not common on the Testudo species.
