And especially if he's ever lived with other tortoises.

If he has to climb into it to reach the food, then he will likely stay put and eat, right? What kind of dish is it? Is it sunk down into the substrate?

Yes it's sunk into the substrate. He can get into and out of it easily. It's a clay dish for a flower pot.
