It’s one of those classic signs of some MBD, not to say that’s definitely the case here, it could be the lack of exercise, hopefully with the right care they’ll improve but it’ll be good to get them checked by a reputable tortoise vet if you can

Besides MBD, which is possible too, he might have bladder stones or be heavily constipated.

Long soaks should help with this. I doubt this guy (or gal) had enough water in his life - neither in the wild nor at Petco.

However, as you'll see the vet on Monday - he will tell you better and maybe an X-ray will be required.
