Happens almost regularly. Even in wild populations. I've recently seen a photo of an adult twin red eared slider that was a wild caught adult.I don't know much about tortoise hatchlings or eggs- is twinning even possible?
Depends on how they hatch out. Conjoined typically share one embryonic sac. So they have to be removed from one another. Usually a suture or some fishing line cutting off the sac into two works. Has to be done carefully. We shall see what happens if twins come out. If it's one I'm curious how big that little guy will be. There's about 6 more eggs that are much larger than normal too. So kinda a weird clutch for her.If they are conjoined what are you going to do with them.

Certainly, especially if it's a twin or triplet. They typically take longer to come out because there all wonkie in the egg.Are you going to try to document the hatching. I for one would love to see this.
