Gluing tracker to shell

I know most people are gonna say no to gluing anything to my sulcata's shell, but I really need a way to attach his ID tag and tracker to him. I'm moving to Jacksonville and he'll be moving from his indoor enclosure to an outdoor enclosure. I will be doing everything to secure his enclosure, but I'm worried he may still get out, or god forbid, someone steals him. I've never lived somewhere where he will be outside, I'm used to him being just a room over and safe. He is microchipped.

How can I attach his tag and tracker? Someone told me a dab of aquarium safe silicone could work, I've heard epoxy is safe, and I saw another person using industrial strength velcro (with sticky tape being what's on the shell). The tracker is the most important part so I can hunt him down if he's taken or lost. Thanks.

Aquarium silicone will work. Keep it in the center of the scute and don't get any on the new growth areas at the margins of the scutes.

Like JB Weld marine or water weld?
No. Aquarium safe silicone with no additives. You can get it at Home Depot. It's called GE Silicone I. Or you can get a small tube at an aquarium store. You can use a piece of masking tape to hold it in place for a few hours while the silicone cures. Once cured it is totally harmless and inert.
