Ok, heres the deal..... I got 2 baby sulcatas about 3 or 4 months ago and they are doing great. They were about the same size when i got them. Just a little bit bigger then a golf ball. Sparty is growing like a weed and Max is just kind of growing. Sparty is about twice the size he/ she was when I got here and Max, well Max has only grown about 10% bigger. They both eat great and about the same amount. Dose one sex get bigger faster, dose how active they are have to do with it? I'm stumped. Thanks for any info!

a slow growth shows that they are getting the right amount of calcium, food, and other things.
and indicates good health.

providing diet, care, husbandry and lighting is all correct

I bought my baby Sulcata a few months after my Brother did. Mine was about half the size. My Sulcata has since outgrown my brothers. I guess it varies on the genes and sex.
Both Tortoises live together and have identical diets and housing.
