Heat mats

Ok, I have been looking for a better way to build a heat mat. Would it be feasible to get under floor heat tape or mat and build your own?

I'm fairly handy, but I would not attempt this. The price of failure is more than I am willing to pay.

Its too cheap and easy to buy professionally made ones with built in safeties.
