Heating/Lighting for Baby Russian Tort in France

I am just helping out a new member who found a baby Russian tortoise in Paris, France.
Can anyone advise on what heating and lighting they need for it in a cooler climate.

I haven't raised russians from the hatchling stage, but I imagine you have to keep them warm (80-85F) and hydrated. Biochemnerd88 wrote up a nice care sheet on baby russians. You can find it pinned towards the top of the Russian section.

They are housed the same way in France as they are anywhere else. Mostly indoors as babies, and mostly outdoors during favorable weather as they gain size and reach adulthood. Every enclosure anywhere in the world must be adjusted and finessed to get the correct temperatures.

I don't agree that baby Testudo should be kept 80+ degrees day and night. In my experience, they do better with a moderate night time cool down period.
