Hi all I’m going to be getting a russian tortoise in November and I’m not too sure what tempurate to set the heat lamp to for a tank 46” long and 18” wide all advice would be appreciated

A tank that size will only be suitable for a tiny hatchling. What size tortoise are you getting?

In regards to heating, some rules of thumb...

1)Always have heating sources run through a thermostat, Always. Proportional thermostats are somewhat better, but simple on/off are fine
2)If by whatever criteria one 80 watt heating unit is optimal, use two 40 watt, if one fails you have another already in place.
3)Tortoises spend most of their time at optimal ambient, not under the blaring heat of a 'lamp'. Hot spots bring the tortoise to optimal when they are below optimal - then they go to the ambient place. Don't try to heat the whole enclosure to the 'high heat'.
4) IMO too hot is worse than too cool.
