Help! Is my tortoise dying???

This is my husbands tortoise. I believe he's a russian but I'm not entirely sure. I just know that he usually gets to be a little less active around this time of year but this year he's very inactive. He goes days without moving or eating and my husband is starting to worry that he's dying. I noticed today that on both his eyes he has the white bubbly looking skin that completely covers his eyes. Is all of this normal? Is he sick or dying?

That is so not normal around/on his eye. He should see a vet asap.

Are you using a CFL type UVB bulb? (kind of shaped like a spiral or several hoops)

Make sure that the vet you go to is indeed a specialist in reptiles.Many vets claim that they are and really know nothing about how to treat them.

You need to get this tort to a vet ASAP. It dose not look good. Post some pictures of his enclosure, lights and him. What are your temps? What kind of bulbs? What is the substrate? We need all the info on how he is being raised.
