My baby leopard is making squeaky noises. I've never heard him/her make these noises before, and he's just recently started to make them. Is it natural for baby tortoises to make these noises or is he possibly sick?

It might be he has something stuck in his nostrils. He might have a respiratory infection. It might be nothing at all. There's no way for us to know. It seems that the redfooted tortoises do a lot of squeaking and clicking, but I haven't heard that leopards also do this.

Is he also stretching his neck and gaping his mouth?

Mine was doing this & blowing bubbles from the nose. Two trips to the vet for an antibiotic shot, increased heat to 90 degrees day/night, soaked in warm carrot baby food & warm water several times/day for 30 minutes and the squicking stopped & snot bubbles all dried up :)

Sadly squeaking could be a number of things ( something stuck, RI ) and we can't really tell over the net unfortunately. We will try and help though. It is not normal, so you will have to either watch him, for other symptoms to appear ( nose bubbles, loss of appetite, open mouth breathing. ) or go to the vet, for now I would take a wait and see approach, if it were me.

Like gurber infant food? I'm having the same issues with my baby tortoise and can't afford a vet visit, any pointers will be appreciated!

The baby food trick is only for tortoises that aren't eating, and you suspect a vitamin A deficiency.
