Is it coming out of the plastron or is it stuck on it? Did you try a long warm shallow soak to see it it comes off?

Is there any chance it could be un - absorbed egg sac ?

It seems rather strange, but it appears that the object "stuck" to the plastron may be a portion of the yolk sac tissue which should have been absorbed into the body as the umbilical area gradually closed up. Has it always been there?

Be aware there may still be a communication from that sac of tissue into the body cavity, but without seeing it in person, it is hard for me to tell for sure. Does it seem to get smaller when you press on it? That would indicate that it is communicating into the body cavity which is not good at this point in the tortoise's life. If that is the case, a vet visit might be the best option if you have one where you are.

If it does not seem to communicate into the body cavity, I would suggest soaking the tortoise in a lukewarm water bath for about 20-30 minutes, then very carefully tease up the edges of that tissue to separate it from the plastron as much as possible while slipping the blade of a scalpel, an X-acto knife, or even a razor blade under the tissue and carefully slicing it off. Keep the blade as parallel with the plastron as possible.

Hard to tell because there's a bit of debris on the cloaca, but it looks like the cloaca may be star shaped, which means this is a female. Plus that tail is pretty small. Males have BIG tails

After a nice, warm soak, see if you can pick that piece off of the plastron. I looks like something stuck, not part of the shell.

First, the two of them should not be living together. Never keep tortoises in pairs.

Have you soaked the tortoise? It looks like poop or some food stuck on there. Do you feed fruit? Soak the tortoise in warm water and see if it falls off on its own or if you can gently peel it off.

More info here and a temperate species care sheet near the bottom:
