Help! What is this white stuff? Is it shell rot?

No, not shell rot. Those are simply scrapes on the shell where the tortoise is pushing under something and scraping it's shell. The spot in the 2nd right costal of the 1st and last pictures is a pretty good scrape or bump. Exposed a bit of bone as the keratin was chipped away. Nothing to worry about. I will heal slowly but easily.

Perhaps it is also damage from the other tortoise butting and mounting each other. Russians are very aggressive with another tortoise. Are they living together?

Yes they live together. So I just let it be and it will heal?
