Help (white spots over eye)

I'm not sure what these are but on top of his eye he has two whitish dots... He's had it since I've gotten him. Just wondering what they are?

From this pic it appears to be its own individual scale pattern? Hard to tell for sure because they all carry their own patterns....

I believe those are just scales. My tort has had them since I first got her.
