Help with Dehumidifers...

We have some high humidity right now in southeastern Michigan, which is at about 90%. This is common during the warmer summer months as well (June through August). And my Russian tortoise is on the second floor of the house... So I am looking at de-humidifers, which are about $170 and up right now... We have the air conditioning running now but the temp is just fine, it's the humidity that I'm worried about. The tortoise is acting strange with it; I can tell he's uncomfortable. I've taken him outside where there's a breeze and downstairs where it's cooler when I can. But I'm gone all day for work.

This is our first year in this house and my tortoise has not yet resided on a second floor. Does anyone else have this issue or any input? I would be fine purchasing a de-humidifer anyway since I don't like the humidity.
