Hermanns in UK winter

I live in the UK and from around a week ago my 2 year old Hermanns is behaving differently. He’s not as active, sleeps nearly all day and is not eating much. It’s the total opposite of his usual behaviour. He’s in a covered table with holes cut out for his lights and heat and humidity and temps are normal. I took him to the a specialist tortoise vet this week who said everything is fine. Is it just my tort slowing down for winter? Am I over worrying?

You're going to be asked to provide details of the lights, temperatures and humidity in the enclosure.

The tortoise is most likely feeling the need to brumate since fall is coming. If you wish to keep it active through the winter, you will most likely need to increase the temperature of the enclosure and also increase the day length (IE, the length of time you leave his lights on daily).
