Is the hi-white something that could be breed towards (carried in the gene as recessive or dominant) or is it just a stroke of luck.

It is not a recessive trait, it's just a tortoise with a high percentage of light shell coloration(think of a "high white" Holstein cow... ). It can be influenced by genetic background and, perhaps more so, by environmental factors. In other words, it's not an all or nothing trait you either have or don't, but rather a subjective description.
