I found a turtle in my yard

Hi, I'm new to this website and no nothing about tortoises. I thought to come here as a useful source. I know absolutely nothing about them and have no idea what to do with it. There is a picture included to see if you guys can identify it. I found it weird as I live in a suburban area.

That's a Russian tortoise - someone's escaped pet. Put up flyers, post on Craigslist, etc. to find the owners. Giving him a soak to rehydrate him is good, but he needs to be housed on dry land (with a shallow water bowl for drinking).

He looks good , is certainly someone's beloved pet, who are probably devastated he's gone.
I'm so glad you rescued him, thank you, but now ask around , ask at local vets and animal rescue centres, try to get him home.
Russians are the ultimate escape artists of the tortoise world.

Nothing weird about it. Someone bought a Russian tortoise at a pet store, then neglected to make a safe and secure habitat for it (or else someone left the gate open) and the tortoise escaped. Put up fliers on utility poles in your area, place 'found' ads in the paper and on craigslist. Don't give out too much info because the freebie wanters come out of the woodwork looking for a free tortoise whether it's theirs or not.
