I'm kinda worried

My horsfield tortoise "Borris" lately ever comes out, he is always resting it seems or keeping warm even with the lamp on 8-20:00 he only comes out to eat. When I first got him he was very lucky always walking around, I'm worried he is bored or something.

It is cold in the house due to the heating isn't on throughout the day as we are at work or I'm in bed from nights. But when I get up at 13:00 he is where he always is.

Hi and welcome! Can we start with some basic information. The lamp that is on, is it a lamp for light or one without light for heat? What are the temperatures down there right next to him on the substrate? Under the light, another area or two of his enclosure (like his hide) and then again at night. How cold is your home kept?

Once we know the answers to Jacqui's questions we'll be able to offer better advice, but in the meantime, figure out a way to cover the habitat to keep out the house's cold air. I cover mine with cooking foil.
