Couple more questions. Could a raised 4x8 raised garden bed work as an outdoor enclosure? And I have a wooden chest that is 3x8. Would that work for an indoor enclosure?

Raised garden beds can make great enclosures. As long as you can make sure it is predator proof/escape proof of course. I don't see why the wooden chest wouldn't work for indoors.

Bigger is always better, but this is not impossible.
You can use sheet plastic or an old shower curtain to line the wooden chest to stop the wood rotting and keep in humidity.
Russians are champion escape artists, they love to climb and dig, so make sure your outdoor enclosure reflect this.

Hi Matt. Do you know her sex for sure? If the guy that sold her to you got her age so wrong, it's very possible that that is wrong too.

If she is indeed over 10 then the members here can definitely help you sex her if you post some pictures.

Hazel looks lovely and I'm sure you'll make her a fantastic home!

I don't exactly know her sex as I am a new tortoise keeper and I don't really know the difference. The seller told me that she was a female, I'll get some pictures.

Looking at that tail my guess is female - but I am usually wrong!:oops:
I think Grandpa has a diagram of tails for sexing torts
Hopefully he will post it later.

You can also paint the inside of that chest with a product called Dry-Lok.
I got some at Home Depot
It need to dry 24 hours before you put your substrata in there.

Works great , waterproof. Permanent
