I'm a complete tortoise newbie so please have mercy. I just want to understand reasons why. HMM!

Ok. I understand it's not recommended. But I have a spare 40 gal breeder. I plan to get a baby Hermann's :)

this would just be her first initial home. Since I already have it, I just wanted to know if I could use it while acquire all the other necessities: basking light, UVB light, water bowl, bedding, rocks, hides, plants etc.

Plan B is a 110gal tuff stuff stock tank.

40 is fine for a hatchling. And glass tanks are fine too, despite what some people write about them. They are actually good for the very reasons they claim they are bad. I'd switch to the 110 pretty soon after you get him/her. More room is better for little tortoises.
