I did not stunt her, I am the third and final owner of this goober. So here are my tank specs

No big deal. . . if she grows you just get a bigger tank!

I'm assuming the area on the right is a 'land' area? Looks fine to me.

I started you your own thread anyway. It shouldn't have been posted where you put it.
So what do you want to know?
I'm sure the experts here know better about whether she would grow more or not.
With proper care, which is a proper size home, she could possibly grow, they grow pretty much their whole life. I rescued a stunted leopard tortoise that once with me and proper care, diet, enclosure size, he grew and caught up to where he should have been.

Ironically I was just researching this, and it turns out that even though my vet told us that she would not grow anymore, she could have been wrong, however I still trust someone who went to college and is experienced with RES rescues more than internet websites(excluding ones like this that are mostly credible cause most of us own the animal that we talk about). So thank you for your input and will put that into consideration when I build her outdoor pond this summer.

Just give her the best care you can, if she grows, good, get her a bigger tank, if she doesn't that is also fine.

Just an FYI. Even vets don't have studies in their schooling on tortoise and turtle care. Most vets seen by members have done more damage than good. Most vets care info they give is the old outdated wrong stuff. So, college education, although good, isn't always better than hands on.
I think if you set her up right, give proper water conditions, diet, heat and uvb, and space, you will find that the college person was wrong.
Either way, stunted or not, should still be able to live a long life.

When vets go to college they learn about medical stuff. A person learns about turtle and tortoise care though many years of experience. There is no school for that.
