Irritation on tortoise neck... need help

Hi, recently my tortoise has had some irritation on the top of its neck. I’m 99% sure it is from this new growth on her shell. What do I do?

They look like red dots on the tortoises neck.

The dots look fine. I think he/ she is ok and like you said, just growing. Update us if anything changes

If that deformed cervical scute is sharp or jagged you can use a nail file to gently smooth the sharp edge down but otherwise that shouldnt be a problem. It doesnt look like irritation really, but you can tell there is some contact.
