Have you tried moving the basking lamp so the tube and the UVB aren't at the same point of the enclosure?
The basking bulb is just light/heat isn't it? It's not a Mercury Vapour Bulb that gives out UVB too?
You should also check the recommended height for your UVB. It may be too low. 15 inches (45cm) rings a bell, but I can't be certain.

No he's only had it there for few days seems to be when he started getting sluggish.
So I'll try moving it along a little so it's more central .
I scoured the net on mounting heights and all I found was 12 inches , the light works up to 20" away so I maybe could try it a little higher .
The basking bulb is just a uva one
