Is this normal for a redfoot

My Redfoot unlike a sulcada and other tortoise s i have seen mine has his legs out but he seems to move and walk fine but it's really strange.

It's not normal for a tortoise to walk splay-footed. Please try to post a video of him walking, and tell us the details of how he is kept - temperatures, humidity, lighting, substrate and diet, and the enclosure description. Welcome, and thank you for joining the forum!

He is kept in 80-90 degree °f his substrate is mulch hay(pet hay)lighting is in light we are working on a tank now he's is in the attachment humidy 78-91diet he does not eat that much when he does its Roman Lettuce we did try other food meal work created Geico food.ect.

I've had him since December 26th 2023
Kept in 81-91°f 79-92 humidity
I'm using zoo med uvb light
That uvb light may or may not be suitable. Is it a T5?
However. This wouldn't have happened in a few weeks.
Where did you get him?
Did they give you a health warranty?
It looks like MBD or some other skeletal or muscular issue. But that's really unusual in such a young tortoise. So, it could also be a genetic defect. I'm just guessing.
Where in Florida are you?
I have an absolutely amazing vet in Deerfield Beach.
Also, remove the moss and use a bag of orchid bark from home depot as a substrate.

This is the stuff.
I see that the numbers for temperature and humidity seem good. But how are you doing that with that small plastic tote?

He been ok we are soon getting him a real tank but he was in that and a big plastic one

No diet in the world would have such a young tortoise as that walking this way

Also, aside from the substrate being totally inadequate....
The food.......
What are you feeding?
Redfoot can and do eat hundreds of things. Almost any fresh and unprocessed food that you eat, they can eat. Including vegetable matter, mushrooms fruits and meat protein.
About the last thing I'd feed would be Romaine. It's a good part of a diet. But not as a primary food source.
It seems like you've received totally useless information elsewhere.
Let's get this all corrected.

We tried to get it to eat Crested gecko food flower topper Romaine lettuce which it does eat Do you think my best option for food for my red ' would be And I'll send pictures and the attachment is was 3 days ago

Crested gecko foot is probably good for a crested gecko.
But why are you even trying to give it to your Redfoot? And flower topper is a dried flower mix. Redfoot don't generally eat dried anything.
Romaine has little nutrition. This diet is not good. I've already given you food options. He needs variety. And fresh foods.

Go to the store tomorrow and buy one mango. Some mushrooms and some kale. It'll be about $6. Ad a few free hibiscus flowers.
And it'll feed your tortoise for a week.
You will see a huge difference in him eating right away.
