Is this normal?

Is it normal for my turtle's legs to be like this when basking? I've had him a week or so and have never seen him do this

Honestly, we've ALL been in that spot: being new at something, or having a new animal who does something unexpected.
We are all HAPPY to see keepers who care enough to ask!!!
