Is this shell rot?

Rot mostly happens on the bottom shell.
This could be damage from rubbing on something.
You could rub some antibiotic cream on it or antifungal cream for about a week and see if it improves. Try just one type at a time, antibiotic or fungal not both.

The areas look odd.
And I'd say that it isn't fungus. However, as Wellington suggested, place a light smear of ATHLETES FOOT CREAM on those spots. If it's fungal, it'll stop it.
If I'm right, and it's not fungal, the cream harms nothing.
So, it's a win/win.
