Itty does look like he has a slightly lumpy shell. What's the humidity in their enclosure? They should have at least 80% humidity with a humid hide box as well. The substrate should also be a bit moist so the plastron doesn't dry out.
Sorry if this comment was a downer. I'm not trying to offend you at all, I'm giving my input and opinion about what other keepers and I think is right for your torts. You can choose to ignore this if you want; this is just my humble opinion.

We just adopted Itty this past Saturday from petsmart. And yes, we keep the humidity high in the hide box with moist substrate. We are still a work in progress on the enclosure so we will soon get the humidity up throughout the enclosure.

Was she already like this at Petsmart? Because based on the setup you're keeping her in and how you got her so recently, she shouldn't have gotten lumpy in your care.

Oh no we got her just like she looks. She hasn't been with us but a week or so ...Petsmart in some areas, I wont say all, doesn't take as good of these torts as they should. I went to look at one in Tupelo and it was a peachy shade and would not open his eyes, if I had not already bought one from there with leg problems I would have bought this one to save its life. Someone needed to.

When we bought Gladys (our first RF) from petsmart in Tupelo, Ms, she was in a very small glass aquarium along with a Russian tortoise. The other sad thing was, the lady over that department, didn't have a clue about tortoises. Total morons over there.
