Joe is rolling mud men

Hi all, noticed for last two days that there are mud balls rolled up. Yesterday they were smaller than today. Does this mean anything? Anyone else's tortoise doing this? My wife thinks he is making snow men but with mud.

Any ideas?

Looks more like poop to me. Maybe you have a dung beetle in there.
