These bulbs, unfortunately, don't work well with tortoises and UVB output quality is questionable even if they provide any. However, you can use it with LED bulbs to add ambient lightning in the enclosure.

I will copy-paste my reply from a private conversation:

Generally, for a redfoot you will need the following equipment:
1. A thermostat and a ceramic heat emitter - to provide day and night ambient heating (redfoots should be kept in 80-88F all the time).
2. T5 UVB lamp (Arcadia Desert 12% or ZooMed Reptisun 10.0 are preferred if you can place them at the distance if 18-21" over substrate). This can wait a little until you build a larger enclosure.
3. An ambient LED light - just for the overall brightness. A simple household LED bulb (neutral or cold daylight) will work.

As you are building a new home for him, can you tell more details - what size/materials and such? So we can adjust something in process. An important consideration is that redfoots thrive in high humidity environment (80-90% humidity) and open tables just don't work without a cover.

Yeah these are definitely a no go!

Hopefully you might find this indoor housing thread I made useful for some pointers, it covers correct equipment(lighting, heating, uv), levels, importance of a closed chamber, appropriately maintaining humidity, substrates, there’s lots of visual examples for everything, a food list and a really handy diet link to check out! If going with a greenhouse, the lower the ceiling height, whilst still allowing for recommended bulb height, the better!

Lastly, this one is also really good to familiarise yourself with, it explains a little more about the bulbs, substrates, housing etc, I always encourage double checking purchases on the forum too before buying
