Hello!
1. Basking lamp should be on from sunrise till sunset (12-14 hours). E.g. from 6AM till 7PM.

2. UVB lamp, ideally, should be on for 4-6 hours daily (e.g. from 10AM till 4PM or 11AM till 3PM).

And a few suggestions about the lamps:
1. ExoTerra Intense Basking Spot is not a bad lamp but should be placed higher over substrate than typical flood lamps (14-16" at least). You can replace it with Arcadia Solar Basking Floodlight, Flukers Heat Lamp or ExoTerra Daylight Basking Spot: these have wide, less intense beam and better suited for tortoises.

2. T8 lamps have weaker output and shorter lifespan than more modern T5 HO lamps. The lamp you have should be at 10-11" over substrate and I would keep it on for 6-8 hours. In a 6 months (expected service time for the T8 lamp), I would replace the lamp and the fixture with T5 (ZooMed Reptisun T5 Terrarium Hood bundled with 10.0 lamp or Arcadia ProT5 Desert 12%). T5HO lamps should be placed higher, at 18-20" over substrate.

I turn all the lights at 8:45 because I go to school. What can I do in this situation because the school starts at 9:00. I go to sleep at 12:00. Should I adjust my sleep schedule or is there another option?

Plug in wall timers are the way to go, it’s important he has a set routine🐢💚

Please read this all the way through at least twice:

All the questions you are asking are answered here and explained in detail. There is a heating and lighting breakdown near the bottom that explains what bulbs to use and what times they should be on and off.

Your heat lamp and ambient light should be on a timer from about 7 to 7. For temperate species, its good to mimic the daylight cycles outside, so longer in summer and shorter in winter.
