I recently relocated my red footed tortoise (4 years old) and the humidity is way too low here in Nome Alaska. Heat is ok but humidity is around 20%. I have ordered a fogger but it will not arrive for at least another week. In the meantime how can I help improve their environment? It is hardly eating or moving out of its hide.

You need a large closed chamber. You will never get humidity where it needs to be with an open top, and foggers should not be blowing directly into tortoise enclosures. You don[t need a fogger. You need the right type of enclosure.

Agreed.
Please photograph or describe in detail your current enclosure. It's lighting and it's heating.
Let's try to get your tort comfortable as soon as we can

Yeah, probably a tortoise needing a larger enclosure, most of all.....
