I bought an informative book about Russian Tortoises and it said that both the male and the female have flat plastron (the bottom of their shell) Typically, with other types of tortoises, the male is more concave to help with mating purposes, and the female is flat. But not with Russians. The tail of your tortoise looks really short to me, at least compared to my Bowser. I think you might have a female. But if your tortoise is young, it may be take time to know for certain. Females tend to grow bigger than the males, and the males have longer tails.
