Male or female?

Could anyone possibly tell me if this little one is a male or female?

To sex a tort, we need
1. A good clear photo of its plastron (undershell) and tail
2. Its SCL - straight Carapace Length

That little one looks it will be too small to be able at first glance. They all look female until near full size.

Looks male, but to be sure I'd have to see his tail and back feet. (the boys have hefty back legs)
