Mites!

Gotta remember: substrate flies. Come to think of it, I have never seen mention of mites as a Tortoise problem.

I've never seen Mites on a Tortoise.........I have seen Ticks bigger than your thumb, but that's about it.......

What you're more than likely seeing are Springtails, and that is common with damp/humid substrate..........Be glad, they eat waste and are one of the keys to a "bio-active" substrate.......
