Mouth problem?

My red legged tortoise has some weird brown stuff around his mouth. It doesn’t look like it’s in his mouth, but it’s certainly on the outside. Any idea what it might be? These aren’t the best pictures, but you can see it pretty much.

Pretty hard to see what you mean in the photos, but to me it just looks like stain or residue from something the tortoise was eating.

Hello! Could you post some more photos so mouth and neck are in focus (it's blurry now and details can't be seen)?

Has he any missing scales, peeling skin, bumps on neck? (it could be just glares on the photo, but it's better to double-check).
