Moving a Russian tortoise outside

I have a 4 year old Russian tortoise who has been indoors his whole life. If we build him a nice, covered enclosure could he be moved outside? We live in Phoenix, AZ.

imo , your tortoise is much older than 4yrs and most likely wild caught , they've probably spent far more of their life outside than inside ....... i'd guess given an appropriate enclosure he/she would thrive outside ....would adjust easier to outdoors than he has indoors ....

Yes.

Make it large, and go to great care to make it escape proof, as Russians can climb better than some lizards! They are down escape artists. You will also need some sort of underground retreat for your tortoise to escape the hot summer temperatures. Shade alone won't suffice when temps are 100 plus.
