My leopard tortoise not eating properly

My tortoise isn't eating as much as it used to. Could it be because I recently changed its enclosure? And she barely basking under the light
The temperatures are all fine I think: the cold side is 86°F, the basking spot is 97°F, and humidity is around 80%-99%.

How recently did you change things up? Because yeah with any big change, a dip in appetite and activity is normal, they can take time to readjust

Yep, give him time to adjust. Some tortoises take to change right away, others don't. They need to again realize they are safe.

Yes, I saw him nimble some food, and I even hand-fed him cucumber with calcium powder!

That’s great! I absolutely wouldn’t be concerned about him, sounds like he’s just settling in

Hey Tom, I changed pretty much everything: the size of the enclosure, the substrate, and the lights.

Temperature over night is 83f~84F

I would expect an adjustment period for a while. A week or two most likely.
