My sulcata enclosure?!?!???

Hello fellow tortoise lovers lol, I am new to the tortoise world but have had aquatic turtles and I've realized they aren't much alike except they both have shells. Ok but to my question. I have a zoomed tortoise house and he loves it. I've had my tortoise for about a month now and I got him as a hatchling and I've noticed he just sleeps A LOT. He eats well and I soak him every other day for 15-20 minutes. I'm just worried that I'm doing things wrong. I'll post pictures of the set up and the things I use and hopefully you guys can help. I know tortoises are pretty lazy but I'll take him outside and he's so active doesn't stop moving I'll put him back in the enclosure and he sleeps. I'm sure he's just tired but I just want to know if my enclosure is ok and I'm doing everything correctly

Remove any hay, it's too dry. Cover the enclosure and get humidity in there, 80% with temps no lower then 80 and a basking spot of 95+.
Read the closed chamber thread, beginner mistakes and caresheet for sulcatas. A closed chamber is needed.

perfect size for a hatchling, my guy was raised in one of these for about 6-9 months. Just make some changes like Wellington advised.

Thanks everyone. What exactly do you mean when you say cover the enclosure? What should I cover it with? Also I have some Sphagnum moss I know that keeps moisture well but don't know how to keep the humidity up.

You need to cover it with plastic or something so there is not an open top. Then wet the substrate, after you remove the hay, with warm water. You need to keep it moist and do not let temps drop below 80 day and night.
