You should make the substrate moist from the bottom and pack it down firmly. How big is the enclosure?

Your tortoise has reached adult size and needs a space that is much bigger. They need it for digestion etc. like horses. This forum recommendeds to aim for a minimum of 8 feet by 4 feet or about 244 cm by 122 cm for your species.

If you don't have enough floor space, there are ways to achieve the same area with an U shaped or L shaped enclosure. Some people have even made builds with multiple levels.
