Neck peeling?

Have you checked the neck to make sure that there is not an injury? If you have thoroughly checked the neck and all looks aok and that piece of skin is the texture and form of a reptiles shedding skin then all should be fine...torts do shed, just not in cool big pieces like a snake does...
