Need help, neighbors tortoise looks sick

Hi, I'm new to this site and I was wondering if anyone could help me with a question I have. I was searching my backyard for my cat and I looked into my neighbors yard and saw their tortoise. I've never had a tortoise and I know really little about them, but to me, this one seems ill. I attached a photo I took of the tortoise. If anyone could tell me what you think about it's health and if anyone has any suggestions as to who to contact if I need to, it would be much appreciated. Thank you!

Hi Desilu, and welcome to the Forum!

The tortoise's beak needs to be trimmed pretty badly, but as for him being sick...there's no way for us to know that without seeing him.

I really doubt he's able to bite off grass and weeds with that beak. It looks to me like the lower beak is coming out in front. They use their beak like clippers, the top and bottom meeting together to trim off grass and weeds.
