The white you are seeing between the scutes is new growth. I'm not sure about the one that looks red and to have bled. Possibly he scratched it on something. He does look a little dry in that area, maybe soak a little more often.

He is being kept dry cause of suspected shel rot and the keratin layer has come apart from the bony tissue. Liquid has started seeping through the scutes

Hi Ripply, and welcome to the Forum!
How big is this tortoise? It looks to me as if it might possible be some sort of fungus, or infection. I don't see any recent new growth. It certainly wouldn't be harmful for you to paint those spots with anti-fungal cream. Is the tortoise being kept indoors? Can we see a picture of its habitat please?
