New Hatchling

I have had Austin for 3 weeks, he has only had 1 bowel movement in the water; he is a Sulcata Tortoise and other than the above mentioned is very healthy. Is this normal for tortoises to not have a bowel movement daily??

No that is not normal. However are you sure he isn't pooping in his cage? They don't just go in the water. Is he eating and acting okay otherwise? Read the link below for the best way to keep him. Others should be along soon to offer more help. By the way, Welcome

Is he eating? Does it look like he's wearing black or dark green lipstick? They often eat their own poo. It could be that he poops, turns around and eats it and you just never see it. What substrate is on? That might hide it too. How old is he?

Hi and welcome to TFO! Have you soaked your tort? I soak Wilbur (he is still a hatchling) everyday, in luke warm water and he usually has a bowl movement while soaking. Hope that helos.
