This works. He will need shade though. It will get very hot in the sun. If you can make the substrate deep enough for him to dig that would be great.

Nice tortoise. As Jodie said, he will definitely need shade. You can put plants in a pot that spread out a lot to give shade. The plants can either be in or next to the enclosure. And, just because I like plants, you can plant more things in the enclosure it's self. Herbal plants work well because the tortoise won't eat them but they can hide under them. If it's really hot outside you can also hose down the enclosure a little bit. Keep the hides away from the edges, so he can't climb up on them and then out.

Drainage. If it rains unexpectedly the pool will fill up with water. Your tortoise could drown or float away. Some people raise the kiddie pool on blocks, drill holes, and tilt it slightly for run off.

Shade and shelter.

Can you link a second pool to this one for more space?
